Lampard has been out of management since he was sacked by Chelsea in January after an 18-month stint at Stamford Bridge.
Details have yet to emerge as to why the former England international has opted not to move to East Anglia.
Norwich are currently bottom of the Premier League having recorded just one win in their first 11 matches.
This sees them sit five points adrift of safety and in danger of suffering two Premier League relegations in three seasons.
